The API, CLI and MCP return rollback_target_data_changed with HTTP 409. Repeating the same request unchanged does not help.

What to do

This deployment used a data area its environment no longer has. Deploy that commit again with a fresh plan instead of rolling back to its old bindings; repeating this rollback cannot work. If the steps above do not resolve it, report it with the request_id from the error.
